一、何謂財物?

「財物」:係指【財產】及【物品】總稱;

二、何謂財

「財產」:包括土地、土地改良物、房屋建築及設備暨單價金額超過一萬元以上且使用年限在二年以上之機械及設備、交通及運輸設備、什項設備

2. What is property?

"Property": Includes land, land improvement, building and equipment, as well as machinery, equipment, transportation and miscellaneous equipment with a unit price in excess of $10,000 and a service life in excess of 2 years.

※From January 1, 2002 onwards, batch procurements where the unit price is less than $10,000 do not need be recorded as an asset. (Tai-90-Chu-Hui-2 Letter No. 09294, Directorate-General of Budget, Accounting and Statistics, Executive Yuan)

※Books assigned to the library collection category must still be handled in accordance with the relevant regulations.

三、何謂物品?

「物品」指金額未達新臺幣一萬元,或使用年限未達二年之設備、用品等。並按性質、效能及使用期限分類為【消耗用品】【非消耗品】。

3. What are items?

"Items" refer to equipment and supplies with a value less than NT$10,000 or a service life under 2 years. They are also classified by type, performance and service life into "Consumables" and "Non-consumables".

四、何謂消耗用品?

「消耗用品」:指物品經使用後喪失其原有效能或使用價者。例如事務用品、紙張用品、衛生、清潔用品等。

"Consumables": Refers to items that lose their original effect or value after use. Examples include stationery supplies, paper supplies, sanitary and cleaning supplies.

五、何謂非消耗品?是否須要登帳列管

(一)「非消耗品」:指物品質料堅固,不易損耗且金額在一萬元以下者,例如印表機、螢幕、桌、椅、櫃等。

(二)依本校「財物管理要點」規定,單價金額在新臺幣三千元以上且未達一萬元之非消耗品,由本校保管組登帳列管並由各保管人負責保管。至於未達三千元之非消耗品應由單位及保管人自行列管。

5. What are non-consumables? Do they have to be registered?

(1) "Non-consumables": Refer to items that are of sturdy, durable construction and have a value of less than $10,000. Examples include printers, monitors, tables, chairs and cabinets.

(2) According to the University's "Property Management Guidelines", non-consumables with a unit price of over NT$3,000 but under $10,000 shall be registered by the University's Facilities Management Division and placed in the safekeeping of their respective custodians. Non-consumables with a value less than $3,000 should be placed in the safekeeping of the unit and custodian.

六、何謂「 單位財物管理人 」?

「單位財物管理人」:係指辦理該單位內財物管理工作之人員。工作職責如下:

  ()協助辦理該單位財物管理、登帳等工作。

  ()請財物保管(使用)人在財物相關表單上簽名確認。

  ()分送財物標籤,請保管(使用)人黏貼於財物明顯處。

  ()配合年度盤點及上級單位視察時協調聯繫。

  ()財物保管(使用)人離職時,協助財物移交工作。

  ()單位財物異動及減損(報廢)之線上作業。

  ()財物、減、移(異)動表,請財產管理人核對留存。

6. What is the "Unit Asset Custodian"?

The "Unit Asset Custodian": Refers to personnel responsible for managing the unit's assets. Responsibilities include:

  (1)Assist with the unit's asset management and registration.

  (2)Ask the asset custodian (user) to sign and confirm the relevant asset forms.

  (3)Distribute asset labels and ask the custodian (user) to attach them to an obvious location on the asset.

  (4)Cooperate with the annual inventory and be available for coordination and liaison during inspections by superior units.

  (5)Assist with the transfer of assets when the asset custodian (user) departs.

  (6)Online processing of unit asset changes and impairment (scrapping)

  (7)Ask the asset custodian to verify and keep a receipt for asset, impairment, transfer (change) forms.

七、何謂「保管人」及「使用人」?

(一)「保管人」:係指負責保管財物之人員。

(二)「使用人」:係指直接使用財物之人員。

(三)「保管人」及「使用人」對於財物均應善盡保管之責,未經核准不得私自移轉或借撥。工作職責如下:

1.應確實負責點收新購財物。

2.核對無誤後將標籤黏貼於財物上。

3.所保管財物資料須與保管組系統資料相符。

4.財物使用前應先向單位財物管理人辦理借用手續。

5.妥善保管及養護所保管(借用)之財物。

6.損壞或遺失所保管(借用)之財物,應負賠償責任。

7.配合單位財物管理人辦理不定期盤點及年度總盤點。

8.異動或離職前財物之移交接。

(四)如離退職時免辦「離職單手續單」(人事室)者不得擔任財物「保管人」。

7. What is the "Custodian" and "User"?

(1) "Custodian": Refers to personnel in charge of the asset.

(2) "User": Refers to personnel using the asset directly.

(3) It is the responsibility of both the "Custodian" and "User" to take proper care of the asset. Assets may not be transferred or loaned out without permission. Their responsibilities include:

1.Acceptance of newly purchased assets.

2.Label the asset after confirmation.

3.Ensure that records on assigned assets are consistent with the records of Facilities Management Division.

4.Complete the borrowing procedure with the unit asset custodian before using an asset.

5.Proper care and maintenance of assigned (borrowed) assets. (借用)

6.Pay compensation on assigned (borrowed) property that is damaged or lost.

7.Cooperate with the unit asset custodian on random inventories and annual general inventories.

8.Transfer of assets before re-assignment or resignation.

(4) Those who are exempt from completing the "Resignation Form" (Office of Personnel Services) may not be designated as the "custodian" for assets.

八、財產整批購置,因開標後單價未達1萬元,如何辦理登帳?

(一)整批購買,每件單價如未超過1萬元,不以財產列管。 (二)因公開比價,致金額未及1萬元,則改以物品列帳。

8. How should batch procurement of assets where the unit price of the tender winner is less than $10,000 be recorded?

(1) Assets from batch procurements where the unit price is less than $10,000 do not need to be entered into the accounts.

(2) If open tendering led to the unit price being lower than $10,000 then enter as item on the accounts.

九、如何辦理財物異動(保管人、保管單位、存置地點)作業?

(一)【保管人及單位】異動:〔單位財物管理人〕請至保管組網頁/財產管理系統-進入後點移動單作業 → 點選新增移動單 →點選原保管人→ 點選新保管人單位及姓名→ 以橫式列印「財產移動單」(三聯) → 確認無誤後核章 → 送保管組辦理財物減損作業。

※※※如系統無新進人員姓名者,請在【不同單位欄內】下拉選本單位 → 輸入新進人員姓名即可完成。

(二)【存置地點】異動:〔財物保管人〕請至保管組網頁/財產管理系統-進入後點選異動作業 → 修改存放地點 → 進行修改。

★★★列印技巧:請先點選網頁(IE流覽器)檔案/設定列印格式-進入後點選橫向 → 調整邊界(縮減)上下左右至適當邊界 → 再點選網頁檔案/預覽列印 →避免連續表單之抬頭印到下一頁。

 9. How should changes of assets (custodian, custodian unit, location) be processed?

(1)  "Custodian and Unit" changes: The "Unit Asset Custodian" should go to the Facilities Management Division page/Facilities Management System - log in and select Transfer Form →Select the original custodian →Select the new custodian's unit name   →  Print the "Asset Transfer Form" in landscape format (in triplicate)  Check all details then apply stamp  Submit to the Facilities Management Unit for asset impairment.

※※※If the name of new personnel is not in the system, go to "Different Unit Field" pull-down menu and select Current Unit → Enter the name of new personnel.

(2)  "Location" change: The "Asset Custodian" should go to the Facilities Management Division page/Facilities Management System - log in and select Change process → Change the location → Save change. 

★★★Printing Tip: Select the (IE Browser) File / Printing Format - select Portrait → Adjust (reduce) the top, left, right and bottom margins    → Then select File / Print Preview  Avoiding printing the headers of continuous forms on the next page.

 

 

十、如何辦理財物減損(報廢)作業?

(一)減損(報廢)須符合下列條件始能辦理:(缺一不可)

1.逾使用年限。

2.已失原有效能不能修復,或經評估修復而不經濟者。

(二)各單位財產管理人員請至保管組網頁/財產管理系統-進入後點選減損作業 → 點選新增表單 → 點選欲減損之財物 → 以橫式列印「財產減損單」(三聯) → 確認無誤後核章 → 送保管組辦理財物減損作業。

(三)保管組經核對「財產減損單」每筆財物資料後依程序送相關單位審核。「財產減損單」經核准後,須另由保管組點選彙整、分類及統計,再與會計室確認無誤後,列印減損分類統計表(以月為批次),由系統發展組註銷產籍。【作業時程約1-2個月】。

10. How should property impairment (scrapping) be processed?

(1)    All of the following conditions must be met for impairment (scrapping):

1. Service life has expired.

2. Is no longer serviceable and cannot be repaired, or has been assessed to be uneconomical to repair.

(2)    The asset custodian of each unit should go to the Facilities Management Division page / Facilities Management System - Log in and select Impairment → Select Add Form → Select asset to be impaired → Print the "Asset Impairment Form" (triplicate) in landscape format → Check all details then stamp → Submit to the Facilities Management Division for impairment

(3)    The Facilities Management Division verifies each item on the "Asset Impairment" and forwards it to the relevant units for review in accordance with procedure. Once the "Asset Impairment Form", it must be compiled, sorted and analyzed by the Facilities Management Division then confirmed with the Accounting Office before the Impairment Classification and Statistics Form (monthly) is printed. System Design Division then writes off the asset (The process takes approximately 1-2 months).

十一、如何將廢品繳回?何時繳回?廢品庫房在那裏?

(一)各單位攜帶核准之「財產減損單」及「廢品」至廢品庫房。「廢品」務必完整繳回,嚴禁拆取部份,保管組將派核對廢品之廠牌及規格無誤後登記點收入庫(軟體免繳回)。

(二)廢品繳庫時間:請依照保管組發還已核准「財產(非消耗品)減損單」上記載之【規定日期及時間】將廢品繳回。原則每月第一週(星期三)下午2:00~4:00開放,其他時間請先來電(因人力有限,請儘量依規定時間入庫)。

(三)庫房位於新舊管院間地下一樓(圖書館旁)請參考地圖

(四)廢品未入庫前,應妥善保管,不得隨意廢棄或任意置放廢品倉庫門口前,如因而遺失者,財物保管單位仍應負賠償責任。

 11. How to return scrapped items? When? Where is the disposal warehouse?

(1)  Each unit should bring the approved "Asset Impairment Form" and "Scrapped Item" to the Disposal Warehouse. "Scrapped Items" must be returned intact and no parts should be removed. The Facilities Management Division shall verify the brand and specifications of the scrapped item then place it in storage (software does not have to be returned).

(2)  Scrap return time: Please return scrapped items according to the approved "Specified Date and Time" on the "Asset (Non-Consumable) Impairment Form" returned by the Facilities Management Division. The warehouse is generally open on Wednesday in the first week of each month between 2PM ~ 4PM. Please call ahead for other times (due to limited manpower, please return scrapped items at the specified time where possible). 

(3)  The warehouse is located on B1 (next to the Library) between the new and old College of Management. See "Map".

(4)  Scrapped items should be taken care of before disposal. They must not be dumped or left unattended in front of Disposal Storage. If it should be lost as a result, the asset custodian unit will still be liable for its compensation.

十二、那些廢品不用繳回?如何辦理

(一)木質、布質、化學藥品等無殘值(變賣價值)廢品,得視同垃圾,依廢棄物清理相關規定自行妥善處理,另有關危害性物質,請依相關法令辦理

(二)上述廢品應先與保管組人員確認後始能除帳及處理,俟保管組確認後,各單位應撕除財物標籤,再依廢棄物清理或請廠商處理,另廠商應簽具切結依規定處理廢品。

 12. What scrapped items do not have to be returned? How should this be processed?

(1)  Wood, fabric and chemicals with no residual value (resale value) are treated as waste and should be disposed of properly in accordance with the relevant regulations. Hazardous materials should be handled in accordance with the relevant regulations.

(2)  Scrapped items should be checked with Facilities Management Division before starting the impairment and disposal process. Once confirmed, each unit should first remove the asset label then dispose of as waste or through disposal companies. The disposal company should sign a declaration on the proper disposal of scrapped items.

十三、如何查詢或列印財物資料?財產管理系統有何功能?

(一)各單位現有之財物資料可由保管組網站之「財產管理系統」(網址:http://140.117.13.224/FMS/)依需求查印。

(二)本校財物管理系統係由圖資處開發,提供下列功能:

1.線上查詢及列印個人保管財物之清冊(單位財管人員可查單位內所有財物)。

2.線上查詢及列印個人保管財物之「盤點清冊」。

3.線上列印財物「盤點清冊」。

4.線上修改財物【存置地點】。

5.線上填寫「財物減損單」 (財產、軟體、非消耗品),並列印出表單。

6.線上填寫「財物移動單」 (分財產、非消耗品) ,並列印出表單。

13. How to query or print asset information? What functions does the Facilities Management System have?

(1)  Information on the current assets of each unit can be queried and printed from the "Facilities Management System"(FMS) (URL: http://140.117.13.224/FMS/) under the Facilities Management Division page.

(2)  The University's FMS was developed by the Office of Library and Information Services. It provides the following functions:

i.            Online querying and printing of assets assigned to an individual (Unit asset custodians can query all assets within the unit)

ii.          Online querying and printing of "Inventory List" of assets assigned to an individual.

iii.        Online printing of asset "Inventory List".

iv.        Online editing of asset "Location".

v.          Fill out the "Asset Impairment Form" (assets, software, non-consumables) online for printing.

vi.        Fill out the "Asset Transfer Form" (consumables or non-consumables) for printing.

十四、教師因離()職至他校任教,如何辦理財產移撥

(一)依教育部94119日台總(一)字第0940151556號函,說明四、「爾來國立大學因教師離職至他校任教所衍生財產移撥狀況頻繁,茲以財產為學校所使用管理,非教授所有,因個人離職而攜至新任學校,並不符合原任學校利益。是以,學校申請移撥財產,應以委託、補助單位指定辦理事項尚未結案者為原則,且若有特殊原因需移撥,應敘明具體理由,報部核處。」

(二)如屬國科會計劃所採購之財產,必須由所屬單位(系所)自行先發函請國科會同意後,始可辦理報部作業。

(三)教師離職至他校任教如提出財產移撥,務請備妥財產資料,並敘明具體理由經系所同意簽陳校方核可後,由保管組陳報教育部。

(四)國有財產產籍管理作業要點    十六、國有不動產以外之財產,經主管機關核准撥給同級政府機關者,財產管理單位應填製「財產撥出單」一式三份(如附件六),一份留存,二份送交撥入機關會同簽署後,由撥入機關留存一份,據以填製財產增加單,一份退還撥出機關據以填製財產減損單,依規定程序登入帳卡,註銷產籍。

(五)非同級政府機關者(例如:私立大學...)依國有動產贈與辦法辦理。

14. How should assets be transferred in the event of a faculty member leaving (resigning) to teach at another university?

(1)  Tai-Zhong (1) Letter No. 0940151556 issued by the Ministry of Education states in Explanation 4. "Faculty members of national universities leaving to teach at other universities has led to frequent transfers of assets. As the assets are used and managed on behalf of the university and not owned by the professor, their individual departure and taking of assets with them to their new university is not in the interests of their original university. Universities applying for the transfer of assets should in principle only apply to where a unit they commissioned or subsidizes has not yet completed the assigned tasks. If a transfer is necessary due to special circumstances, the reason must be submitted to the Ministry of Education for approval."

(2)  For assets purchased as part of National Science Council (NSC) projects, the owner unit (department/institute) must first notify the NSC in writing and gain its approval before applying to the Ministry of Education.

(3)  If a faculty member leaving to teach at another university applies for the transfer of assets, please provide the asset details, explain the reason, secure the consent of the department/institute then seek approval from the University. The Facilities Management Division then submits application to the Ministry of Education.

(4)  According to Article 16 of the National Property Ownership Management Principles, for assets other than national immovable property allocated by the competent authority to a government agency of the same level, the asset custodian unit should fill out a "Asset Allocation Form" in triplicate (see Attachment 6) with one copy retained for reference and two copies forwarded to the destination agency for signing. The destination agency then retains one copy for filling out the asset addition form and returns one copy to the source agency for filling out the asset impairment. It is then entered into the books and de-registered in accordance with procedure.

(5)  If not a government agency of the same level (e.g. private university), handle in accordance with the Regulations Governing the Gifting of National Movable Property.

十五、單位(系所)接受贈與財產,如何辦理?

(一)受贈單位(系所)接受捐贈「財產」,應檢附捐贈者同意捐贈之意思表示文件(來函及發票或相關價值證明)及捐贈財產之基本資料(含廠牌、型式、數量、出廠日期、使用年限等),並說明有無附有負擔及使用用途,簽請校長核准後,保管組函報請教育部轉國產局通知財政部轉報行政院指定其主管機關後,由主管機關指定管理機關(本校)。

(二)教育部函復後,受贈單位(系所)填寫「財產增加單」,保管組據以辦理登帳製卡事宜。

(三)本校及各單位不可開立任何受贈物之價值證明文件。依財政部94316日台財稅字第09404512540號函示:「各級政府於接受實物捐贈之相關文書上,免載受贈物之價值,俾免引發不當租稅規劃誤解,造成稅收損失。」

 15. How should the donations of assets to units (departments/institutes) be processed?

(1)  The recipient unit (department/institute) should attach documentation from the donor (correspondence, receipt or related proof of value), the details of the donated asset (including brand, model, quantity, date of manufacture, service life) and state if there are any encumbrances or uses before submitting it to the University President for approval. The Facilities Management Division then notifies the Ministry of Education to forward the matter to the National Property Administration, the Ministry of Finance, then the Executive Yuan to specify the competent agency. The competent agency then designates the custodian unit (the University).

(2)  Once the Ministry of Education has sent a response the recipient unit (department/institute) fills out the "Asset Addition Form". The Facilities Management Unit then handles the registration matters.

(3)  The University and its subordinate units may not issue any documentation certifying the value of donated items. According to the Ministry of Finance Cai-Shui Letter No. 09404512540 issued on March 16, 2005: "All levels of government are exempt from recording the value of donated items on documentation relating to the donation of physical items in order to avoid misunderstandings over inappropriate tax planning that led to loss of taxation revenues."

十六、財物遭竊如何處理?

保留現場 → 通知主管及校警隊(如有保險聯絡保險公司) → 向駐區警察單位報案(嗣後務必索取得報案三聯單)→ 失竊現場拍照(含遭破壞的部分) → 清查失竊財物,並列出清單 → 應立即填報「財物失竊報告單」須檢附下列資料:(1.現場照片2.報案三聯單3.其他相關說明資料) → 本校 →保管組陳報教育部陳轉審計部函請同意提前報廢 → 審計部審核保管人是否「盡到善良管理人應有之注意」→ 審計部函復【准予備查】或【追究責任及賠償】 → 本校續辦。

16. How should the theft of assets be handled?

Protect the crime scene → Notify the manager and Campus Police (if insured, notify insurer) → Report to the local police unit (Be sure to collect the case report receipt)→ Photograph crime (including damage) → Conduct inventory and compile list of stolen assets → Fill out "Theft Report Form" and attach the following information: (1.  Photographs of the scene 2. Case report receipt 3. Other related information) →  University → The Facilities Management Division notifies the Ministry of Education to request National Audit Office for consent on early impairment → National Audit Office conducts review to see if the custodian "had acted with due diligence"→ National Audit Office responds with "Approved" or "Determine Liability and Compensation" → The University shall continue as directed.

◎國有財產法第二十三條國有財產因故滅失、毀損或拆卸、改裝,經有關機關核准報廢者,或依本法規定出售或贈與者,應由管理機關於三個月內列表層轉財政部註銷產籍。但涉及民事或刑事者不在此限。第二十七條國有財產直接經管人員或使用人,因故意或過失,致財產遭受損害時,除涉及刑事責任部分,應由管理機關移送該管法院究辦外,並應負賠償責任。但因不可抗力而發生損害者,其責任經審計機關查核後決定之。 ◎國有公用財產管理三十四、各機關統一採購之財產,於驗收後,按財產之用途分配各使用單位使用時,財產管理單位應為財產移動之登記。分配各使用單位使用之財產,如因業務關係須由某使用單位移轉與另使用單位使用時,應即填具財產移動單為財產移動之登記。三十六、使用單位對使用中之財產,應善盡保管之責,未經核准,不得私自移轉或借撥。五十八、財產管理或使用人員,對所保管或使用之財產,遇有遺失、毀損或因其他意外事故而致損失時,應依據審計法有關規定,檢具有關證件層請審計機關審核。經審計機關查明已盡善良管理人應有之注意解除其責任者外,應依審計機關核定各機關人員財務責任作業規定辦理。六十七、各機關之財產,如因災害、盜竊、不可抗力或其他意外事故,致毀損或滅失時,應依審計法施行細則第四十一條規定,檢同有關證明文件,經主管機關查明屬實,轉請審計機關核准後,解除其責任。◎安全管理手冊 (94.7.1生效)(四)門禁管制
4.各機關依其特性或業務之需要,於必要時就攜帶之物品進出機關大門,須憑主管單位證明文件或放行單,經查驗屬實後放行。◎審計機關核定各機關人員財務責任作業規定十三、土地改良物、房屋建築及設備、機械及設備、交通運輸及設備、其他雜項設備、軍品及軍用器材、存貨等,遺失、毀損或其他意外事故而致損失之賠償,以下列原則計算:(一)損壞之財物仍可修復使用,並不減低使用效率者,依修復時所需費用賠償之。(二)損壞財物不堪繼續使用或遺失、損失者,以賠償相同財物為原則;其無相同財物可以賠償時,以重置同等使用效率財物之市價為準,並按其已使用之年限折舊計算;其已超過使用年限,無法折舊計算賠償標準時,得按財產遺失、毀損或損失時相同財產之市價賠償之。◎審計法施行細則第四十一條 本法第五十八條所稱其他資產,係指政府或各機關所有之債權及其他財產上之權利。各機關遇有本法第五十八條所列損失情事,應即檢同有關證件報該管審計機關審核。其情節重大者,並應報經主管機關核轉,審計機關認為必要時,得派員調查之。前項所稱有關證件係指司法、警憲、公證、檢驗、商會等機關、團體之證明文件、鑑定報告、人證筆錄、現場照片、其他物證以及依事實經過取具之合適證明與經管人員所應負職責之說明。 

 

Regulations relating the loss of national property

Article 23 of the National Property Act states that when "national property which is lost, damaged, disassembled or refitted, needs to be scrapped under approval of relevant authority, or sold, or donated under this Act, shall be made a list and summit to the Ministry of Finance by administration authorities within 3 months to write off property register, however this restriction shall not apply to civil or criminal case."

Article 27 states that "The administrator of the national property, damaging the property with intent or negligence, except for criminal responsibility, shall be delivered by administration authority to the court and responsible for compensation. However, the damages occurred under force majeure, the responsibility is identified by the audit authority."

 

Article 34 of the National Property Management

Article 34 of the National-owned Public Property Management Manual: Property jointly procured by each agency shall after acceptance be distributed to each user unit based on their purpose. The property administrator should register the transfer of property. If the property distributed to each user unit must be transferred to another user unit due to operational reasons, a property transfer form should be filled out to register the transfer of property.

Article 36: The user unit should take care of the property in its use and may not transfer or loan out the property without permission.

Article 58. The property or administrator, where the property they are responsible for or using is lost, destroyed or damaged due to other accidents, then the relevant regulations of the Audit Act requires them to provide the relevant documentation to the Audit authority for review. Except for those determined by the Audit authority to have acted with due diligence, action should be taken in accordance with each authority's personnel property accountability regulations as approved by the Audit authority.

Article 67. If each authority's property is lost or destroyed due to disasters, damage, force majeure, or other accidents, the relevant documentation, after being verified by the competent authority, should be forwarded to the Audit authority for approval in accordance with Article 41 of the Enforcement Rules of the Audit Act to gain their consent for remove their liability.

Security Management Manual (effective as of July 1, 2005) (4) Access Control 4. Each authority may depending on their nature or operational requirements bring items in and out of the authority building when necessary. Documentation or release form issued by the competent authority must be provided and access granted after verification.

Regulations governing Audit authority review of personnel liability: Article 13. For land improvement, building, machinery and equipment, transportation equipment, other miscellaneous equipment, military supplies and military equipment, stock that are lost, destroyed or damaged, compensation is calculated in accordance with the following principles: (1) If the damaged property can still be repaired without affecting its effectiveness then compensation is the cost of repairs. (2) If the damaged property is no longer serviceable or lost and destroyed, then compensation should in principle be in kind; if compensation with identical property is not possible then compensation should be the market price for replacement with property of the same effectiveness with depreciation based on service life factored in. If it had exceeded its service life and compensation cannot be calculated using depreciation, then it can be compensated at the market price of the same property at the time of loss, destruction or damage.

Enforcement Rules of the Audit Act: The other assets referred to in Article 58 of these enforcement rules refer to the debtor's rights or other rights over the property held by the government or each authority. If each authority encounters the type of loss listed in Article 58 of this Act then it should be reported along with the relevant documentation to the Audit authority for review. In serious cases it should be reported to the competent authority for forwarding. The Audit authority may dispatch personnel to investigate if necessary. Relevant documentation mentioned above include documentation, reports, witness testimonies, scene photographs, other physical evidence, other appropriate proof based on the facts, and an explanation of the custodian's responsibility as issued by judicial, police, notarization, testing and business organizations.

(五)二手財物皆為校產應妥善保管,不堪使用時應依規定繳回。

 18. How to acquire information about second-hand assets on campus? How to collect them?

(1)    Eligibility: Limited to faculty and staff members.

(2)    Information: Please visit the Facilities Management Division's  Second-hand Information System(To make the most use of assets and avoid waste, each unit should provide the Facilities Management Division with the details and photos of idle and serviceable assets so they can be posted on the website).

(3)    Please contact the staff in charge then collect the asset yourself. Once it has been collected, fill out the "Asset (Non-consumable) Transfer Form" or "Non-Consumable Requisition Form" (2-copies) for approval then forward to the Facilities Management Division for archival.

(4)    Pick-up Location: B1, College of Science and Engineering Hallway, (next to statue of Chiang Kai-shek)

(5)    All second-hand assets are the property of the University and should be kept in good condition. If it is no longer serviceable then it should be returned in accordance with the rules.

一、何時可以借學位服?如何辦理?

(一)開放借用時間:

1.學碩士學位服:配合畢輔組拍畢業團照(詳細時間將以公文另行通知)。
2.博士服:畢業典禮前兩週開始提供。

(二)借用手續:

1.填寫表單

(1)博士生或教師請至總務處保管組網頁/相關表單/下載「借據」。

(2)()士學位服以系、所為單位,至總務處保管組網頁/相關表單/下載「登記表」,「登記表」依學號序團體造冊。

2.繳費方式

借用服裝應繳清洗費(學士服每套80元、碩士服每套160元、博士服每套300),請至http://140.117.13.70/OLPRS/pay.asp中山大學線上收付款系統繳納。線上付款時,請點選:a.收款單位:總務處保管組 b.收款款別:學碩士服清洗費,付款人姓名請註明:系所、借用人、套數。

3.領取方式

繳費後請持「借據(博士服)、「登記表(學碩士服)、銀行蓋章之付款通知單或ATM交易明細表至保管組領取畢業服裝(需自備紙箱或大袋子)

4.歸還

請於上班時間,由借用代表(班代或推舉代表人)收齊統一歸還。

1. Bachelor's and Master's academic gowns: When graduation group photo is taken by the Graduate Assistance Department. (The time will be provided via missive)
2. Ph.D. gown: Available from two weeks before the graduation ceremony.

(2)  Borrowing procedure:

(1) Ph.D. students or faculty members should go to the Office of General Affairs' Facilities Management Division webpage/Forms/Download "Receipt".

(2) For Master's (Bachelor) academic gowns, these are provided to departments and institutes. Go to the Office of General Affairs' Facilities Management Division webpage/Forms/Download "Registration Form". Create group list of student ID for the "Registration Form".

2. Method of Payment:

A cleaning fee should be paid for the loan of clothing (Bachelor's academic gown is $80 each, Master's academic gown is $80 each, Ph.D. academic gown is $300 each). Please go to the Sun Yat-sen University Online Payment System (http://140.117.13.70/OLPRS/pay.asp) to make payment. For online payment, select: a. Recipient unit: Facility Management Division of Office of General Affairs; b. Payment type: Bachelor/Master's academic gown cleaning fee; for Payer Name state department/institute, borrower and number of sets.

3.Pick-up Method:

Once payment has been made, please bring the "Receipt" (Ph.D. academic gown), "Registration Form" (Bachelor's academic gown), payment notice with bank tamp or ATM transaction receipt to the Facilities Management Division to collect the graduation clothing (bring your own cartons or bags).

4.Return

The borrower representative (class representative or nominated representative) should collect and return all of the gowns during office hours.

Academic gowns should be returned to the Facilities Management Division no more than one week after the graduation ceremony. For late returns, a late return fine of $50 will be charged per working day until the academic gown is returned. To pay the late return fine, collect the payment notice from Facilities Management Division then make payment at the Cashier Division before bringing the receipt and academic gown to the Facilities Management Division to complete through the return procedure.

三、如何申請借用學校宿舍? 何時開放申請?

(一)本校新進或現任教職員警工日後如需借用宿舍時,應先填妥「職務宿舍借用申請書」,總務處保管組將登錄列入積點排序,完成申請手續者可至保管組網頁右欄點選「宿舍候配查詢」系統(網址:http://140.117.148.141/dorm/index.htm)或本校「中山校園單一入口」網(http://sso.nsysu.edu.tw)查詢。因此宿舍候配系統之名單方可參加每年36912月空戶借申請。

(二)保管組每年36912月進行宿舍空戶公告,有意願進住者至保管組洽借鑰匙,自行前往勘查宿舍後,並於期限內填寫「職務宿舍空戶申請進住登記表」,保管組統一辦理排序作業(約一週),經接獲宿舍受配通知後一個月內完成進住及繳交相關費用。

 3. How to apply for University dormitories? When are applications are open?

(1)  New or current faculty, staff, police or technicians at the University who will require the use of the dormitory should fill out the "Staff Dormitory Application Form". The Facilities Management Division will enter their application into the scoring system. Those that have completed the application procedure may query the "Dormitory Waiting Queue" system (http://140.117.148.141/dorm/index.htm) on the right side of the Facilities Management Division page or the University's "i-NSYSU" portal (http://sso.nsysu.edu.tw). Only those registered with the dormitory queue may take part in the vacant dormitory applications held in March, June, September and December of each year.

(2)  Vacant dormitories are announced by the Facilities Management Division in March, June, September and December of each year. Interested applicants may borrow the key from Facilities Management Division to inspect the dormitories. They can then fill out the "Application for Vacant Room in Staff Dormitory Registration Form" for Facilities Management Division to centrally process and rank all applications (approximately one week). Those that receive the dormitory allocation notice should move in and pay the associated fees within one month.

 5. Can short-stay guest faculty members, academics, and post-graduate researchers apply for the dormitory? How are these charged?

(1)        If necessary due to work and circumstances, if approval is given then the University's "Short-stay Dormitory" may be borrowed for the duration of employment.

(2)        The unit applying for the loan of the University's "Short-stay Dormitory" should include a photocopy of the letter of employment, and personal details, and also notify the Facilities Management Division.

(3)        The borrower must pay the dormitory management fee and utilities bills each month. For off-campus dormitories the building management fee must also be paid.

六、如何申請維修職務宿舍?

(一)請先詳閱本校「職務宿舍修繕要點」,該附表區分【新遷入住戶得維修項目】及【原借住戶得維修項目】兩大項,非表列維修項目由借用人自費修繕。

(二)如屬本校應負擔之修繕項目,請借用人至總務處營繕組維修網頁登錄修繕項目等資料,教學行政區及教職員宿舍申請維修網址:http://www2.nsysu.edu.tw/generalaffairs/fix_gad.htm

(三)經相關單位審核及動支經費申請核准後進行維修,維修完成時由住戶確認。

(四)另住戶自費修繕,不得自行修改房屋結構、管線、隔間及建物內外觀,其他自費修繕之部分應予遷出返還時回復原狀。

 6. How to apply for staff dormitory maintenance?

(1)  Please first read the University's "Staff Dormitory Maintenance Guidelines". The appendix includes "Maintenance Items for New Tenants" and "Maintenance Items for Existing Tenants". For items not listed on the maintenance lists these repairs are at the borrower's own expense.

(2)  For maintenance items that the University is responsible, the borrower should go to the Office of General Affairs' Property Maintenance Division and register the maintenance items with the Maintenance webpage. The Teaching/Administrative Area and Staff Dormitory Work Request  website: http://www2.nsysu.edu.tw/generalaffairs/fix_gad.htm

(3)  Once the relevant units have reviewed and allocated the necessary funds the work will be performed. The tenant will be asked to confirm that the work has been completed.

(4)  Maintenance carried out at the tenant's own expense may not change the building's structure, pipelines, partitions and internal/external appearance. Other types of maintenance carried out at own expense should be returned to their original state when the tenant moved out.

(5) Please refer to the "National Sun Yat-sen University Staff Dormitory Maintenance Guidelines" and the "Staff Dormitory Maintenance Application Process".

七、如何辦理交還職務宿舍?

(一)請事先通知保管組及確定點交日期,遷出宿舍前務必完成「職務宿舍收回點交紀錄表所列各事項,點交時保管組派員進行現地點交及拍照,經保管組核章後始完成退宿手續。

(二)點交(搬遷)日前原借用人應完成繳清所有費用,如有應繳之水費、電費、瓦斯費、大管理費等及其他未依規定繳費致所衍生之費用,概由原借用人負責繳納。宿舍、設備及家具不得有短缺或毀損情形,私人物品亦應全部搬除(包含廢棄物、垃圾)。

7. How to arrange for the return of staff dormitory?

(1)  Please notify the Facilities Management Division to confirm the handover date. Be sure to complete of all the items specified in the "Staff Dormitory Handover Checklist". The Facilities Management Division will send staff to conduct the handover and take photos. The return procedure is completed once approved by the Facilities Management Division.

(2)  The original borrower should pay all outstanding fees before the date of handover (departure). Any water, electricity and gas bills, building management fees and any other costs incurred from non-payment of required fees shall be the responsibility of the original borrower. The dormitory, equipment and furniture must not be missing or damaged. All personal items should also be removed (including waste and rubbish).

公教貸款    Civil Servant and  Teacher Loans

一、如何辦理公教人員輔購住宅貸款(公教貸款)(已停止受理新案)

(一)自95年度起,行政院已不再核列輔購公教住宅貸款預算。中央公務人員住宅及福利委員會為協助解決公教員工居住問題,仍有適當貸款管道,特規劃運用社會資源,透過公開招標方式,遴選銀行承作各類「全國公教員工房屋貸款」。

 (二)配合整體住宅政策推動執行     ,行政院自95年度起即不再核列輔購貸款預算,公教住宅貸款併入整體住宅政策辦理,依行政院民國96529日院臺建字第0960023977號函核定之「住宅相關基金整併計畫」,97年度辦理整併完成中央國民住宅基金、中央公務人員購置住宅貸款基金、國軍官兵購置住宅貸款基金等三基金為「住宅基金」。公務人員住宅及福利委員會原管之「中央公務人員購置住宅貸款基金」(以下簡稱原住宅基金)配合基金整併政策,業於9711日移撥內政部營建署,原住宅基金設立於各行庫之帳戶,亦已於97125日為基準日,將本金及利息轉存於營建署國庫專戶後一併銷戶。依上開院函規定,自9711日起該會原經管之中央公教人員購置住宅貸款各項業務,已移撥內政部營建署續辦,公教貸款戶權益仍受保障。該會通函中央機關轉知所屬公教住宅貸款業務承辦人及貸款戶,確實配合住宅基金整併政策,仍依往昔作業程序,繼續辦理公教住宅貸款扣繳業務,至貸款期限屆滿為止。

 1. How to apply for the civil service and teacher housing loans (applications closed)

(1)  The Executive Yuan no longer allocates a budget for civil servant and teacher mortgages after 2006. To help civil servants and teachers solve their housing problems, the Central Civil Service Housing and Welfare Committee draws upon social resources and suitable loan channels to conduct a tender for banks interested in undertaking all types of "National Civil Servant and Teacher Housing Loans".

(2)  To support the overall housing policy, the Executive Yuan no longer budgets for buying-assistance mortgages after 2006, with civil service and teacher's mortgages incorporated into the overall housing policy. In accordance with the "Housing-related Funds Consolidation Project" approved by Yuan-Tai-Jian Letter No. 0960023977 on May 29, 2007 by the Executive Yuan, the Central Public Housing Fund, the Central Civil Servant Housing Mortgage Lending Fund, and the Armed Forces Housing Loan Fund have now been consolidated into the "Housing Fund". The "Central Civil Service Housing Mortgage Lending Fund" ("CCSHML Fund") previously administered by the Central Civil Service Housing and Welfare Committee has been transferred to the Construction and Planning Agency, Ministry of the Interior (CPAMI), on January 1, 2008, as part of the fund consolidation policy. All of the accounts established by the CCSHML Fund" with banks were also cancelled after the principal and interest was transferred to the CPAMI's National Treasury account with January 25, 2008, as the baseline date. Based on the above regulations, from January 1, 2008, all of the CCSHML Fund operations previously administered by the Committee are administered by the CPAMI after January 1, 2008, and the interests of CCSHML borrowers remain protected. The Committee has notified central government authorities to notify all of the CCSHML Fund administrators and borrowers to cooperate the housing fund consolidation policy. Payments and deductions for CCSHML Fund loans will continue as normal until the end of the loan.

二、如何辦理『築巢優利貸』?

(一)茲配合整體住宅政策,實施多年之公教員工輔助購置住宅貸款自95年起停辦,為彌補中央公教員工輔購住宅貸款之福利,協助解決居住問題,轉介適當優惠貸款管道,公務人員住宅及福利委員會(以下簡稱住福會)結合社會資源,透過公開招標方式,自95111日開辦『築巢優利貸』以來,迄98930日止,參加築巢優利貸人數已有17,246人,貸放金額更高達6539,976萬餘元,普獲公教同仁好評,申貸者相當踴躍。

2. How to apply for "Nest-Building Preferential Loan"?

(1)  The Central Civil Service Housing Mortgage Lending Fund was discontinued in 2006 as part of the overall housing policy after many years of operation. To compensate central civil service and teachers for this loss in housing loan benefits, help solve their housing problems and refer them to appropriate channels for preferential loans, the Central Civil Service Housing and Welfare Committee (HWC) drew upon social resources and held open tenders to offer the "Nest-building Preferential Loan" from November 1, 2006. As of September 30, 2009, 17,246 have taken advantage of the Nest-building Preferential Loan and the lending amount has exceeded d $65,399,760,000. The initiative has been praised by both civil servants and teachers, and generated strong borrower interest.

(2)  To continue serving our colleagues, Phase 3 of the "Nest-building preferential Lawn" are available from November 1, 2009, through to December 31, 2011. 三、公教貸款利率如何?

94年度(含)以前之中央公教人員購置住宅貸款利率,係按中華郵政2年期定期儲金機動利率固定加碼年息0.042%計算機動調整。「築巢優利貸」之貸款利率,係按中華郵政2年期定期儲金機動利率固定加碼年息0.265%計算機動調整。

3. What is the interest rate for civil service and teacher loans?  

The interest rate for civil service and teacher housing loans before 2005 (inclusive) was calculated as Chunghwa Post's 2-year fixed-term variable interest rate + 0.042%. The interest rate for "Nest-building Preferential Loan" is calculated as Chunghwa Post's 2-year fixed-term variable interest rate + 0.265%.

四、已辦理輔購公教住宅貸款者,離、退職時應注意事項?

(一)凡因調職、借調、辭職、離職、退休、留職停薪等,以致薪資中無法正常代扣款項者,均應辦理異動手續。屬借調、留職停薪者,貸款人可自行向貸款銀行辦理定期存簿自動扣款手續。

(二)另保管組將填寫「辦理輔助購置住宅貸款人員異動通知單」函報貸款金融機構、內政部營建署、新職機關或有關單位、人員。

 4. Is there anything that those who have outstanding civil service and teacher housing loans should watch out for when resigning or retiring?

(1)  Those whose salary deductions can't be carried out normally due to transfer, detachment, resignation, separation, retirement, unpaid leave… etc. should all apply for notice of changed circumstances. Those on detachment or unpaid leave may apply to the lending bank to have the automatic deductions applied to a savings account.

(2)  The Facilities Management Division shall also fill out and send the "Notice of Changed Circumstances for Personnel with Housing Loan" to the lending financial institution, CPAMI, new employer or the relevant units and personnel.

(1)  The University selects quality vendors to operate on campus. There are currently 33 shops. The Facilities Management Committee is continuing to make improvements aimed at providing the staff and students of the University with the best living environment.

 2. How are the shops on campus managed by the University?

(1) Management: To provide staff and students with a sanitary, safe and high-quality living environment.

1.      Satisfaction surveys (twice a year): Conducted in May and November each year.

2.      Food bacterial test (weekly): Department of Biological Sciences commissioned to conduct weekly testing.

3.      Sanitation management inspection (weekly): Inspection conducted by nutritionist from the Physical and Health Division, Office of Student Affairs.

4.      Food Supervision Team (monthly): Inspections conducted by team members.

5.      Facilities Management Committee (monthly): Regular supervision, management and cooperation with policy

三、如何租借學校場地?

(一)短期租借場地非本組業管權責,本組場管會僅負責營業場地之招商及廠商營運之管理。

一、新進人員如何領取新辦公桌、椅?

(一)提供對象:因數量有限,目前僅提供「編制內」新進教師、職員領取。

(二)提供項目:限各領一組辦公桌、椅子及活動櫃(三層抽屜)。

(三)請連絡承辦人後自行領取,領取後請填寫「非消耗品領用單」(二聯式)核章後送保管組存查。

(四)領取地點:理工長廊間地下一樓(蔣公銅像旁)。

(五)領取之物品皆為校產應妥善保管,不堪使用時應依規定繳回。

 1. How do new personnel collect new office desk and chairs?

(1)  Eligibility: Due to limited availability, this is only provided to new "official" faculty and staff members.

(2)  Provided service: Each limited to one of office desk, chair and filing cabinet (3-drawers).

(3)  Please contact the staff in charge personally to make the pick-up. Once the furniture has been collected, fill out the "Non-consumable Requisition Form" (2-copies) then forward the signed copy to the Facilities Management Division for archiving.

(4)  Pick-up location: B1, College of Sciences and Engineer Hallway (next to statue of Chiang Kai-shek)

(5)  The provided items are all University property and should be kept in good condition. If they are no longer serviceable please return them in accordance with the regulations.

二、教職員工離職前到保管組辦理那些手續

(一)如有保管財產(非消耗品),務必先行辦妥「財物移動單」(經保管組核章);如有借用宿舍務必先行辦妥「職務宿舍回收點交表」(經保管組核章)。

(二)請持本校「離職單手續單」(人事室)至保管組,經保管組人員確認上述事項無誤後核章。

(三)員工離職時,應依照「公務人員交代條例」並將保管或使用之財產交還,如有短缺而未賠償者,除不發給離職證明文件,應追究賠償責任。

 2. What procedures must faculty and staff members complete at the Facilities Management Division before their departure?

(1)  If they have assigned assets (non-consumables) they must complete the "Asset Transfer Form" (stamped by the Facilities Management Division) first; if they borrowed the staff dormitory then they must complete the "Staff Dormitory Handover Form" (stamped by the Facilities Management Division).

(2)  Please bring the University's "Resignation Procedure Checklist" (Office of Personnel Affairs) to the Facilities Management Division to have the above items confirmed and stamped.

(3)  Departing employees should return the assets assigned to or used by them in accordance with the "Civil Servant Responsibility Entrustment Act". If there are any shortfalls not compensated for then their proof of resignation will not be issued and they will be held liable for compensation.

3. It is not necessary to notify the Facilities Management Division on the "Proof of Expenditure Attachment Form" during account finalization?

To simplify and shorten the account finalization process, the following items, the Facilities Management Division does not have to be notified of the following items and they can be sent directly to the Office of General Affairs.

(1)    Travel and transportation costs - Travel costs, transportation costs, business trip expenses
